Qualify Through Veterans Pension

  • Have a family income that is less than the limit set by Congress.
  • The individual’s net worth is not excessive.
  • Are 65 years old or older, or have a permanent and total non-service-connected disability; are a patient receiving skilled nursing care in a nursing home, or are receiving Social Security disability benefits.

Qualify Through Income

A veteran who has an income at or below 135% of the Federal Poverty Guidelines is also eligible for a free cell phone.

Qualify Through Certain Federal Assistance Programs

Veterans can also be eligible for free smartphones when participating in one of the following federal programs:

  • Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps 
  • Medicaid/Medi-Cal
  • Supplemental Security Income (SSI) 
  • Federal Public Housing Assistance (FPHA) 
  • Bureau of Indian Affairs General Assistance 
  • Head Start (only households meeting the income qualifying standard) 
  • Tribal Temporary Assistance for Needy Families (Tribal TANF) 
  • Food Distribution Program on Indian Reservations 
  • Free and Reduced-Price School Lunch Program or School Breakfast Program
  • Received a Federal Pell Grant in the current award year
